Implementation of the Public Safety Report System (PSRS)

The Public Safety Report System (PSRS) was created in response to Senate Bill 6 (Damon Allen Act), enacted in 2021 to strengthen Texas’ bail-setting process and enhance public safety. The Legislature required the Office of Court Administration to develop a statewide system that ensures magistrates have reliable standardized criminal history information and that all bail decisions are reported consistently.  PSRS related statutes are codified mostly in Article 17, Code of Criminal Procedure

  • What does the PSRS do?
  • When do I have to consider a public safety report generated by the PSRS?
  • When do I have to submit a bail form?
  • Are there training requirements?

Find the answers in the PSRS Usage for Judges. You may also find the one-page bench guide When a Bail Form Must be Completed helpful in determining when a Bail Form must be completed.

Support and Assistance

Catalis (formerly known as Automon) is the provider for the PSRS. They have created videos and walk-throughs to assist users in learning the system and trouble shooting. You can access their Help Center and training documents here. This site can also be accessed while in the PSRS system by clicking on the question mark icon on the top right-hand side of the PSRS landing page after logging in. If you have additional questions or need support in trouble shooting error messages please send a screen shot to bail@txcourts.gov and provide a detailed synopsis of the trouble you are having or error message being received.
