Terrie Livingston (1994 to 2017)

Terrie Livingston was born in Atlanta, Georgia, in 1955 and grew up in Fort Worth, Texas.  After graduating from Western Hills High School in 1973, she earned her bachelor’s degree from Texas Tech University and her law degree from The University of Texas.

She began her legal career practicing with several law firms and later had her own practice.  In 1994, she was elected as a justice on the Second Court of Appeals and served in that capacity until she was appointed to the position of Chief Justice in 2010.  She won re-election as Chief Justice in 2012 and remained in that role until her retirement in 2017.  During her time as Chief, Livingston helped to navigate the court through budget cuts stemming from the Great Recession.  She played a major role in the passage of Senate Bill 896 in the 83rd Legislative Session, which provided some relief to the court’s restricted operating budget by allowing the court to collect additional funds from all counties within its jurisdiction.

Prior to her judicial service, Chief Justice Livingston was an active participant in the Tarrant County Private Attorney Involvement Program and was a pro bono attorney volunteer for many years.  She served as the Tarrant County Bar Association’s Secretary–Treasurer and Vice President, and she is responsible for creating its first budget.  She also served on the TCBA’s Fee Dispute Arbitration panels for a number of years and served as President of the Tarrant County Women’s Bar Association. She served in numerous leadership roles for the Tarrant County Bar Foundation and oversaw the Bar’s Building Construction Committee, which handled the major remodel and expansion of the Bar offices in 2006.  She also served as a Director on the Board of the State Bar of Texas’s Judicial Section from 2000 to 2003.  From 2009 to 2012, she volunteered as an Associate Editor for the Appellate Advocate, a quarterly journal published by the State Bar’s Appellate Section.

During her career, Livingston was a member of the State Bar and the College of the State Bar and was a Fellow of the Texas Bar Foundation, the American Bar Association, and the Appellate Judicial Administration Division. She was a longstanding member of the TCBA’s Appellate and Women’s sections, and she was a Charter Member of the Tarrant County Bar Foundation.
